This refers to the NRC's Systematic Assessment of Licensee Perforcance (SALP) 7

Board Report for the Big Rock Point Plant, and our meeting of December 21, 1987,

which discussed the contents of the report and your written comments dated

January 20, 1988, relative to the report.

Based on our in-depth discussions during the meeting on December 21, 1987, and

our thorough review and evaluation of your letter of response dated January 20,

1988, we have reached the conclusion presented in the appendix to this letter.

Issuance of the appendix serves as the final step in our SALP assessment i

process.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter with the

referenced attachments, will be placed in the NRC's Public Document Room.

No reply to this letter is required; however, should you have questions on the

basis of conclusions reached by NRC, or if you need clarification on the changes

made to the SALP Report, please let us know and we will be pleased to discuss

them with you.
