Response to NRC Bulletin 88-01 Gentlemen:
In response to the request of Reference (b), this letter provides the results of the inspection of Westinghouse-supplied series DS circuit breakers.
I At Seabrook Station Unit 1, four Westinghouse Model No. DS-416 circuit breakers are utilized as reactor trip circuit breakers and reactor trip bypass circuit breakers and one DS-416 circuit breaker is in spare stock.
In
.accordance with NRC Bulletin 88-01, each of these five DS-416 circuit breakers has been inspected.
The inspections performed on each circuit breaker included both the "short term" and 'long term' inspections as defined in the Bulletin.
Thus, for each circuit breaker, a mechanism alignment check was performed, and the welds connecting all seven levers to the pole shaft were

visually inspected.
l-The five DS-416 circuit breakers inspected were found to contain pole j
shaft welds that did not meet the acceptance criteria specified in the j
Bulletin and, as a result, require corrective action.
Each unacceptable weld failed to meet either the size or length criteria or boths however, no welds I
contained cracks, porosity, or lack of fusion.
The inspection further determined that the mechanism alignment for each DS-416 circuit breaker was satisfactory.
Therefore, no circuit breakers require corrective action due to mechanism alignments not meeting the acceptance criteria.
A more detailed summary of the circuit breaker inspection results is enclosed in tabular form.
The planned corrective action for each DS-416 circuit breaker is to l
install a replacement pole shaft which meets the acceptance criteria of NRC l
Corrective action will be completed within thirty days of receipt of replacement pole shafts which meet the acceptance criteria.
