Dear Mr. Collins:

SUBJECT:

Additional Information in Regard to the Systematic Assessment of Licensee Performance (SALP) Report We have concluded our initial review of the SALP report dated June 23, 1988.

As part of this review, we noted that there may have been certain initiatives conducted by Yankee in the Emergency Planning area of which the SALP Board may not have been fully appraised.

These initiatives involved significant resource commitments on the part of Yankee.

The following is a brief summary of these initiatives which we submit for your information.

Yankee has aggressively closed out previous SALP, routine inspection, exercise 2nd major ERF appraisal open items.

Yankee has dedicated significant resources to the improvement of the offsite emergency planning function.

All local EPZ town plans were revised and upgraded.

This included a close cooperative effort between two state governments and the local governments.

Yankee provided training sessions on radiation, emergency planning, monitoring and decontamination, and the implementation of the local plans to state, area and local officials.

Yankec has worked closely with the Massacousetts Civil Defense Agency and the Department of Public Health in the areas of plan upgraA., funding, training, communications equipment and special studies.
