Request for Additional Information Regarding Response to IEB 85-03 for Millstone Unit 3 This transmits an identification of the addit:onal information needed by the NRC to evaluate valve operability considerations in accordance with IEB 85-03, "Motor-Operated Valve Common Mode Failures During Plant Transients Due to Imprcper Switch Settings.
To facilitate NRC review, we are requesting that you supplement your June 11 and October 28, 1986 responses to IEB 85-03 with the information identified in the enclosure to this letter.
Please make that submittal within sixty (60) days of the date of this letter, as agreed to by Mr. E. P. Perkins of your staf f on March 22, 1988.
Your submittal should be made to the NRC Document Control Desk, with copies to this office and the NRR Division of Operational Events Assessment.

ENCLOSURE REQUEST FOR ADDITIONAL INFORMATION REGARDING REVIEW 0F RESPONSES TO IF BULLETIN 35-03 In regard to your response to IE Bulletin 85-03, additional information was found to be needed.
Please provide information to resolve the following comments and questions:
1.
Has water hammer due to valve closure been considered in the determination of pressure differentials?
If not, explain.
2.
Unlisted MOVs 17A, 17B, and 170 are shown normally open ta zones F-2, H-2, and C-2, respectively, of Figure 10.3-1, Sheet 1 of 5, Amendment 18, March 1986.
They are located in the steam lines from the staam generators to the AFW Turbine, in series with normally closed pneumatic valves. As required by Action Item a of the bulletin, assume inadvertent equipment operations.
How would steam flow to the AFW turbine be ensured if these MOVs were to be left closed inadvertently? Revise Attachment 4 of the response of 10/28/86 to include these MOVs, or justify their exclusion.
3.
The proposed program for Action Items b, c, and d of the bulletin is ir.com-plete.
Provide the following details as a minimum:
(a) commitment to a training program for setting switches and maintaining valve operators, (b) commitment to justify continued operation of a valve determined to be inoperable, (c) description of a method possibly needed to extrapolate valve stem thrust dete-mined by testing at less than maximum differential pressure.
(d) justification of a possible alternative to testing at maximum differen-tial pressure at the plant, and (e) consideration of applicable industry recommendations in the preparation of procedures to ensure maintenance of switch settings.
