Dear Mr. Seidle:

We have reviewed the report dated October 20, 1978, on the inspection conducted by Messrs. L. D. Gilbert and A. B. Rosenberg of your staff of the activities authorized by NRC Construction Permit Nos. CPPR-126 and 127 for the Comanche Peak facility. We have responded to the findings listed in Appendix A of that report.

To aid in the understanding of our response, we have repeated the requirement and your findings followed by our corrective action.

We believe the attached information to be responsive to the Inspector's findings.

Response to NRC Inspection Report No. 78-18 TXX-2910 Page 2 NOTICE OF VIOLATION 1.

Failure to Follow Welding Procedures a

10 CFR Part 50, Appendix B, Criterion V requires that established instructions, procedures, or drawings be followed for all activities affecting quality.

Brown & Root Weld Procedure Specification 99028, Revision 0, rcquires that the automatic welding machine deposit weld metal at a travel speed between four and six inches per minute.

Contrary to the above:

The IE inspector observed, on October 11, 1978, that an automatic welding machine depositing weld metal in weld joint FW-16 of the l

reactor coolant piping, as identified on drawing BRP-RC-1-520-2, was being operated at a travel speed of 2.5 inches per minute.

This is an infraction.

Corrective Steps Which Have Been Taken and Results Achieved:

Welding Procedure WPS-99028, Revision 0, has been revised to allow a travel speed range consistent with the project requirements.

This change now permits field welding to be accomplished in complete compliance with the referenced weld procedure.

Corrective Steps' Which Have Been or Will Be Taken to Avoid Further Noncompliances:

The stated corrective action will preclude further noncompliance in this area.
