Interim Fire Brigade Size The Yankee position, Ref erence (c), on the size of the interim fire brigade at Yankee Rowe was in response to your staff's position R.1 detailed in Reference (b), which was revised at our November 8,

.1978, meeting with the NRC staff.

It is apparent, based on communications with the staff,' subsequent to our. letter, Ref erence (c), that this ~ issue remains unresolved. In a final effort to resolve your concerns, Yankee has further revised y

its position to include additional features which the staff feels are necessary.

In response to NRC concerns on plant fire protection, Yankee has i

agreed, until implementation of accepted staff positions detailed in our letter Reference (c) and those positions documented as acceptable to Yankee in your letter Reference (b), to both the following:

1.

An interim fire brigade composed of five trained firefighters j

on each operating chift, effective from March 1, 1979, and 2.

An hourly fire watch patrol in the primary auxiliary building, i

switch-gear room and turbine building, effective upon plant start-up.

.to provide an initial training course on firefighting which will con-sist of the following:

Breathing apparatus Theory and actual use of breathing apparatus in simulated smoke envirctment.

2.

Hoses and Nozzles Theory and actual use, in the area of care and maintenance, advancing, repacking, and nozzle operation.

3.

Portable Fire Extinguishers Theory and actual use of portable extinguishers on test fires.

4.

Electricity Theory on the use of various suppressants on extinguishing electrical fires.

5.

Plant Fire Eazards Thorough instruction on plant fire hazards, including types and locations of fires which =1ght be experienced in the plant and the strategies to be used in fighting those fires.

This course will provide Yankee Rowe with an interim fire brigade of five trained firefighters on each shift by March 1, 1979.

If further training should be necessary, it will be presented during the regular 1979 plant training sessions.

Between plant startup and March 1. 1979, it is our intention to have a minimum of three f ully trained tirefighters, including the Shif t Supervisor as Brigade Leader, and two support persons on every shif t.

These support pereons will receive plant walk-throughs and orientations, familiarizing them with fire fighting equipment and its location in preparation for their support roles. Five fully trained firefighters will be on duty as necessitated by the amount of work activity at the plant.

We trust that this interin revision of Yankee's position on fire brigade size adequately responds to your concerns.
