APPENDIX A NOTICE OF VIOLATION Northeast Nuclear Energy Company Docket No. 50-423 Millstone Unit 3 License No. NPF-49 As a' result of the equipment qualification inspection of March 14-18, 1988, and in accordance with NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:
10 CFR 50.49 paragraph (f) requires that electrical equipment important to safety must be qualified by test and/or analysis.
Contrary to the above, on March 18,1988, the NRC identified Raychem cable splices installed in safety-related EQ equipment that did not meet the requirements in'that the heat shrink tubing was applied over braided cable jacketing. This was not a qualified configuration prior to the time of new test data, dated March 1987, which determined the splices were qualified.

Pursuant to the provisions of 10 CFR 2.201, Northeast Nuclear Energy Company is hereby required to submit to this office within 30 days of the date of this letter.which transmitted this Notice, a written statement or explanation in reply including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and, (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
