Dear Mr. Wilcox:

On June 28 and 29, 1988, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC. These meetings are conducted biannually to focus NRC resources on those plants and issues of greatest safety significance. At this meeting, the Rancho Seco facility was categorized as requiring continued close monitoring.

Plants in this category are continuing to receive increased NRC attention from both headquarters and the regional office.

A sumary of NRC discussions held relating to Rancho Seco is provided below:

The unit was restarted on March 31, 1988, after receiving authori-zation by the Comission and gradually escalated in power to the 20% and the 45% plateaus.

Several weeks have been spent at each plateau to allow time for equipment grooming and crew training.

The 45% operation is nearing completion with the unit expected to increase to a4 + 65% power in early July. The operation since restart ht een good. There have been no major errors or equipment failures,.

The test program is expected to continue until late ft at graduated power levels.

The NRC staff will continue to..onitor this facility closely.

An NRC Commission meeting open to the public has been scheduled for July 13, 1988, to review the results of the latest meeting of NRC managers.

Mr. John B. Martin, the Region V Administrator, has discussed the basis for our conclusions with regard to the Rancho Seco facility with members of your staff.
