1he U.S. Nuclear Regulatory Consnission (the Conmission) is considering issuance of an anendnent to Provisional Operating License DPR-16 issued to GPU Nuclear Corporation (GPUN, the licensee), for operation of the Oyster Creek Nuclear Generating Station, located in Ocean County, New Jersey.

ENVIRONFENTAL ASSESSMENT Indentification of Proposed Action:

The proposed an.endn.ent kuuld iesite Technical Specification Sections 3.2.C.

4.2.E. and 6.9.3 to reflect the use of an enriched sodium pentaborate solution in the Standby Liquid Control System (SLCS).

The proposed action is in accordance with the licensee's application for amendnent dated Fay 10, 1988.

The Need for the Preposed Action:

The proposed change to ite Technical Specifications is required in order for l

the licensee to cotrply with ATWS Rule (10 CFR 50.62), and Generic Letter 85-03 "Clarification of Equivalent ContrS1 Capacity for Standby Liquid Control Systems " dated January 28, 1985.

Environnental Inpacts of the Prop _osed Action:

The Commission has coropleted its evaluation of the proposed revision to the Technical Specifications.

The proposed revision would allow the licensee to use an enriched sodium pentaborate solution in the Standby Liquid Control System. The use of an enriched sodium pentaborate solution would not increase the probability or consequence of accidents, no changes are being nade in the types of any effluents that may be released offsite, and there is no t

significant increase in the allowable individual or cumulative occupational radiation exposure. Accordingly, the Coninission concludes that this action would result in no significant environmental impact.

With regard to potential non-radiological in. pacts, the proposed changes to the Technical Specifications involve systems located within the restricted area as defined in 10 CFR Part 20.

It does not affect non-radiological plant effluents and has no other evnironmental impact. Therefore, the Comission concludes that there are no significant non-radiological environnental irnpacts associated with the proposed amendtrent.

The Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the Federal Register on June 3, 1988 (53 FR 20396). No request for hearing or petition for leave to intervene was filed following this notice.
