SEQUOYAH ENGINEERING CHANGE NOTICE (ECN) CLOSEOUT AND FINAL SAFETY ANALYSIS REPORT (FSAR) UPDATE In letters of February 3, 1987 and May 22, 1987, TVA provided technical justification for the FSAR not being updated prior to restart pursuant to 10 CFR 50.71. Additionally, TVA comitted to close backlogged ECNs by October 1988 in order to support the establishment of an FSAR in strict compliance with 10 CFR 50.71 by April 1989.

The staff has reviewed the provisions contained in the above letters and although we are concerned with the significant number of open backlogged ECNs which you initially tied to the validation of the FSAR, we consider the compensatory actions as well as your long term corrective program to be acceptable for restart, contingent on your achieving full compliance with 10 CFR 50.71 by your committed date of April 1989.

The staff notes that you intend to accomplish your FSAR updated based on review of field completed work plans a;sociated with these ECNs. Consequently, closure of these ECNs is not essential in ensuring compliance with 10 CFR 50.71.  ;

Nonetheless you have continued to assert your full intention to complete 1 closure of the backlogged ECNs by your comitted date of October 1988. We  !

believe this is necessary in order to come to full resolution of this issue.
