SUBJECT:

REVISION OF IMPLEMENTATION DATE FOR EMERGENCY OPERATING PROCEDURES (TAC 44348)

The Comission Order of July 5,1985 contained an implementation date for the upgraded Emergency Operating Procedures (EOP) for the Yankee Nuclear Power Station as prior to startup of Cycle 19 operation (Spring 1987).

By our letter of June 4,1987 per your request of May 5,1987, we extended the implementation date of the E0P to startuo of Cycle 20 operation (December 1988). By letter dated May 11, 1988 you requested a further extension in the implementation date of the E0P from prior to the startup of Cycle 20 operation to July 1, 1989.

The startup would occur about January 1,1989; thus, providing you a six month extension.

You based the request on your January 1988 adoption of the Westinghouse Owner's Group Emergency Response Guidelines. This caused you to completely rewrite both the Procedures Generation Package and the E0P.

However, the verification and approval portion of the E0P implementation process brought you too close to the forthcoming refueling outage to allow sufficient time for training of the operators in use of the new E0P.

We conclude thet implementation of the new E0P will provide an improved means to mitigate the consequences of a design basis event and thus enhance the health and safety of the public. Therefore, in accordance witu the terms of the July 5,1985 Comission Order, we further conclude that there is adequate justification for modification of our June 4,1987 letter and hereby grant the requested delay.

The completion date for implementation of the E0P is extended to July 1, 1989.
