SUBJECT: NRC INSPECTION REPORT NOS. 50-259/87-45, 50-260/87-45, AND

50-296/87-45

This refers to the Nuclear Regulatory Commission (NRC) special team inspection

headed by J. W. York on November 30 - December 4, 1987. The NRC layup and ,

preservation team consisted of the Senior Resident Inspectors from Bellefonte l

and Watts Bar accompanied by a Watts Bar resident, a NRC Region II specialist, i

and a material engineer from NRC headquarters, Office of Special Projects. The i

inspection included a review of activities authorized for your Browns Ferry j

facility. At the conclusion of the inspection, the findings were discussed

with those members of your staff identified in the enclosed inspection report,

Areas examined during the inspection included the layup and preservation of -

equipment program. These areas are described in detail in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Within the scope of the inspection, no violations or deviations were identified.

Three unresolved items are identified in the inspection report. These items

involve improper dry layup and monitoring of the Unit 3 standby liquid control

system, inadequacies in the layup procedure and its implementation for major I

rotating equipment, and an apparent lack of sufficient QA overview in the layup l

p rog ram. These matters will be pursued during future inspections. '

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
