This refers to the inspectiort conducted by Messrs. D. R. Hunter and R J. Evans

of this office during the. period January 5-15 and 26-29, 1988, of activities

authorized by NRC Operating License NPF-71 and Construction Perinit CPPR-129 for

the South Texas Project, Units 1 and 2, and to the discussion of our findings

with Mr. J. .T. Westermeier, Project Maaager, and other members of your staff at

the conclusion of the inspection.

The area examined during the inspection included South Texas Project Unit 1

Licensee Event Reports (LER), Nos. 87-01 through 87-25. Within this area, the

inspection consisted of selective review and examination of the written reports

submitted to the NRC pursuant to 10 CFR 50.73. The inspection findings are

documented in the enclosed inspection report.

-Within the scope of.the inspection, no violations or deviations were

identified, but two significant concerns were identified regarding LERs 87-12

and 87-17. The details of LER 87-17 are documented in NRC Inspection

Report 50-498/87-71. . Both concerns were discussed during an enforcement-

conference conducted on December 30, 1987.
