i; DUKE POWER COMPANY McGUIRE NUCLEAR STATION SPECIAL REPORT OPERABILITY OF THE VIBRATION AND LOOSE PARTS MONITOR On February 17, 1988 Operations personnel discovered that Channel 5 of the Vibration and Loose Parts Monitor (VLPM) had a low noise level. A work re-quest was written to repair the system; 'however, it was not possible to de-

, termine the actual cause of the failure due to the number of possible fail-ures, (e . g . bad cable, failed accelerometer. . f ailed pre-amp) and due to the location of the components within the plant,, (all components are located in the Containment Building) . The VLPM will be repaired during the next Refuel-ing Outage or during an extended forced outage should one occur. Present noise levels are lower (quieter) than normal and lower than surrounding chan-

.nels; therefore, Duke believes that there is no loose parts condition at Mc-Guire. If a loose parts' condition did exist, higher noise levels in these channels would be observed.

The VLPM is manufactured by Rockwell International and has a history of not providing reliable se rvic e. Duke Design Engineering has conducted an inves-tigation of the system and has identified several design flaws. Duke is pres-ently pursuing a replacement for the existing VLPM and an appropriate schedule for installation.
