SUBJECT: THE OPEN NUCLEAR SAFETY REVIEW STAFF (NSRS) RECOMMENDATIONS

REQUIRING RESOLU1 ION BEFORE RESTART OF SEQUOYAH UNIT 2

In our letter dated Mar::h 2,1988, the staff issued its Safety Evaluation

Report (SER) on the open NSRS Recomendations requiring resolution.before the

restart of Sequoyah Unit 2. In the SER, the staff concluded that the

Tennessee Valley Authority (TVA) had acceptably addressed all the 27 restart

open NSRS Recomendations and that the corrective actions were verified for

all the recomendations except for 7. These seven recom endations are

discussed in Sections 3.1 to 3.7 of the SER.

Although the conclusion of the staff in the SER was that the corrective

actions for the seven recommendations could be verified after the restart of

Sequoyah Unit 2, the staff verified these corrective actions during an

inspection conducted from March 18 to March 22, 1988 at the Sequoyah site

before plant restart. The details of this inspection are reported with other

inspection conclusions in NRC Inspection Report 50-327/328 88-19 datad May 27,

1988. The conclusion of this inspection was that TVA had acceptably addressed

these seven NSRS recomendations and these items are verified and clos (d.
