References (a) and (b) subnitted your proposed revisions to the Canister liandling and Preparation for Shiptant (CHAPS) Progran for liRC staff review and approval. Ha have cocpleted our review and evaluation of your proposal as discussed bricw.
j betion 2.3.1 of the SER is revised by eliminating the requirement to leave canisters in the fuel pool for two weeks after initial dewatering to verify l
canister integrity. We concur with this change because the process of purging l
and pressurizing the canisters with inert gas followed by visual nonitoring for gas leakage should provide adequate assurance of canister integrity. The
(
integrity is confirmd later by weighing the canister prior to shipacnt as a final check for water in-leakage during storage.

- Ur. F. R. Standerfer March 3,1938 Lactico 2.3.2 has ban revised to alleu basing the holding time of deuatered cenistcrs prior to gas senpling on the generally observed ganoppearonce retes in pr aviausly prepmd end shippcd caisters. Bu ed on our review of CHAPS progran d.ta, and confirnatorj data f ren post shipping senples, u; sur:3 thnt tha owsite smpling prcgrcn has adcqtately derrnstrated the cepcbility to predic t allr usbic canister storege tinas with ca accept;ble le ml of conservctism, cod that the requirmant to hold caaisters for a ninicun of tuo web tu ddernir.e the ges appearance rate nay be relax.?d.
Preparly inplaunted procedural controls should provida for an udequate level of review and engina ring evcluatiaa bj your staff to assure an acceptable nenitoring p rog ran.
Sectiva..'.3.3 has bnn revised to alleu greater flexibilicj in daternining the niniutn quantity of recoubir.er catalyst that rust bc.upused in the crister gas space during shipping of loadad canistars. The current pregrau requiro a ninirui of 25 grans of expated catalyst in eny cunister criantetion.

This is duscussed in detail in references (c) and (d). Y;ur proposed revitic.s would allow a further rcduction in th.: que.ntirj cf exposed cutalpt for ccnisters that are inaded with debris with a deca) heat rate at less tha 100 watts.
