Dear Mr. White:

SUBJECT:

RESTART CRITERIA Re: Sequoyah Nuclear Plant, Unit 2 By letter cated January 11, 1988, the Tennessee Valley Authority (TVA) indicated its intent to continue to use the restart criteria for Sequoyah Nuclear Plant, Unit 2, until such time NRC concurrence was requested for restart of Sequoyah Nuclear Plant Unit 2. By letter dated February 26, 1988 TVA requested NRC concurrence that the use of the restart criteria be discontinued for Sequoyah Nuclear Plant, Unit 2 since restart activity and documentation closure onsite are nearing completion.

NRC staff concurrence is herein provided in that the use of the restart criteria be discontinued for Sequoyah Nuclear Plant, Unit 2, and that the effective date of discontinuance is the date of this letter. All issues previously identified as issues requiring resolution prior to restart must remain restart items. Discontinuance of using the restart criteria only applies to new issues identified for Sequoyah Unit 2. The NRC staff notes TVA's plan to continue to use the restart criteria for Sequoyah Nuclear Plant, Unit 1, until such time a similar point in the Sequoyah Nuclear Plant, Unit 1 restart effort is achieved. The NRC staff concurs with this plan.

If you should have any questions with regard to the above, please contact Mr. Thomas S. Rotella, NRC staff Sequoyah Unit 2 Project Manager, at (301) 492-0788.
