Dear Mr. Andognini:
I note with interest the Rancho Seco Nuclear Utilization Ordinance that the Board of Directors of Sacramento Munictr;al Utility District has established for Rancho Seco Nuclear tenerating Station June 7, 1988 ballot.
Economic incentives for high capacity factors, can have both positive and negative effects on reactor safety. On the positive side, better protection of the investment in the facility correlates positively with better accident prevention. A program favoring sound preventive maintenance and plant better-ment ten /s to enhance safety. On the negative side, situations do arise in which safety considerations favor a shutdown that would not otherwise take place.
A penalty for voluntary shutdowns to deal with safety concerns or degraded perfomance in equipment important to safety could have an undesirable effect upon safety.
We are concerned that the Utilization Ordinance adopted by the Board of Directors contains a performance goal and sharp thresholds at which the pemanent clost!re could result.
Plant operation near such a threshold could subject plant manage-ment to excessive pressures to keep the plant on line "at all costs". What are your plans to assure the operations staff does not cut corners in the interest of keeping the plant operating?
On balance, we are concerned that the operations factors of the utilization ordinance may not be consistent with reactor safety.
Prior to meeting with the Comission, the staff needs your written assurance that the implementation of the utilization ordinance will not adversely impact safety.
You should also be pre-pared to address this concern during the up-coming NRC Comission meeting on restart of Rancho Seco.
