We have reviewed your response regarding an allegation which we forwarded to you by a letter dated May 10,168 (attached).
That correspondence requested you to address the availability of quality assurance procedures to contractor employees at the Braidwood Station. Your letters of June 3, 21, and 28,1988 (attached) provide the basis for your conclusions that, programmatically, appror,riate procedures are made available to contractor personnel and that no adverse trends had been identified in the control of
-instrament calibration. We understand slso that your investigation did not find evidence of the unavailability of procedures, or problems associated with their implementation, in the alleger's particular work area. No violations of NRC requirements were identified; we consider this allegation (RIII-88-A-009) closed.

The Nuclear Regulatory Connission (NRC) Region III has received allegations concerning the availability of quality assurance procedures to contractor employees at the Braidwood Station.
The specific allegations are listed in the attached enclosure.
Region 111 requests that you address each of the attached allegations.
Your review should determine whether the individuals involved did any safety-related work, whether they were given sufficient access to procedures which they were expected to use, and whether there was sufficient procedural control of their activities. The results of your review should be provided to Region 111 by May 27, 1988.

Dear Mr. Davis:
The referenced allegation concerns alleged deficiencies in instrumentation calibrations at Braidwood.
Subsequent to the alleger contacting the NRC, the individual informed the Quality First group of his concerns. A detailed investigation of these concerns was conducted.
NRC Inspector J. Neisler conducted a review of those allegations including the Quality First investigation results.
This review, documented in Inspection Report 456/88009 and 457/88010, agreed with the Quality First evaluation of the technical aspects of the issues and closed the allegation.
The additional allegations identified in the referenced letter have been reviewed.
The contractor instrument technicians work to the Commonwealth Edison (CECO) Quality Assurance Manual, Nuclear Work Request Program, Braidwood Station Procedures and the Braidwood Startup Manual.
These same programs are those which Braidwood technicians adhere to.
No differentiation is made by Braidwood management in the work practices of a station technician and a contractor technician.
The specific allegations are addressed as follows:
1.
Technicians working for the alleger did not have a required reading list; there had been required reading lists at all other plants at which the alleger had worked.
Procedures and procedure revisions are reviewed, as necessary, with both station and contractor technicians at weekly tailgate meetings.
Personnel not understanding the procedure or who have questions are encouraged to dircuss thic with either their Braidwood Supervision or General Electric Supervision. These documented weekly reviews obviate the need for a required reading list.

A contractor foreman was told that contractor technicians were not allowed to look at quality assurance administrative procedures.
Braidwood Station provides the General Electric contractor supervisory personnel CECO Quality Assurance Manual training equivalent to that given Braidwood Station Instrument Foreman.
This training includes a review of the 'EO-CFR 50 Appendix B Quality Assurance Criteria, a synopsis of each CECO Quality Assurance Manual section and familiarization of each quality procedure.
Procedures applicable to both station and contractor technicians including the Quality Assurance Manual are epaidy available for review in various locations including Central Files, the Instrument Maintenance Office and Shop and Shift Engineers Office.

CECO nuclear operators told the alleger that his people needed to read the procedures because they were violating procedures.
Known violations of procedures are documented by either the Discrepancy Record Program or the Deviation Reporting Program.
The event is reviewed with appropriate corrective actions identified and implemented.
Braidwood Station trends both Discrepancy Records and Deviation reports. No adverse trends have been identified relative to the Instrument Maintenance Area.
In summary, contractor technicians adhere to the same quality procedures as station technicians. Controlled procedures are readily available to personnel for review. Draidwood Station believes that it has in place an effective administrative program for the control of instrumentation calibration. An extension was granted by Mr. G. Vansickle on May 31, 1988 for the submittal of this response on June 3, 1988.
