Gentlemen:

This refers to the special inspection conducted by Messrs. R. E. Baer,

H. D. Chaney, and R. L. Pedersen during the period February 1-5, 1988, of

activities authorized by NRC Operating License DPR-40 for the Fort Calhoun

Station, and to the discussion of our findings with yourself and other members

of your staff at the conclusion of the inspection.

Areas examined during the inspection included selected portions of the

radiation protection program. Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews with

personnel, and observations by the NRC inspectors. The inspection findings,

including several significant program weaknesses, are documented in the

enclosed inspection report.

During this inspection it was found that certain of your activities, appeared to

be in violation of NRC requirements. As discussed in our telephone

conversation on March 4, 1988, with you, we have scheduled an enforcement

conference in our office at 9 a.m. on March 15, 1988, to discuss your

understanding of these apparent violations, the reasons for occurrence, and

your corrective actions. We will also discuss any potential enforcement

options available to the NRC, if appropriate. We also acknowledge that you

have previously requested a meeting to discuss these matters.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
