Gentlemen:

This refers to the routine safety inspection conducted by Messrs.

R. Lanksbury.and R. Kopriva of this office and Mr. L. Zerr of the Office

of Nuclear Reactor Regulation on thy 10 through June 20, 1988, of activities

at LaSalle County Station, Units 1 and 2, authorized by Operating Licenses

No. NPF-11 and No. NPF-18 and to_the discussion of our findings with

Mr. G. Diederich at the conclusion of the inspection.

The enclosed copy of our inspecticn report identified areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations c.f NRC requirements were identified during the course of this

inspection. With respect to the unresolved item, discussed in Paragraph 16

regarding the reporting of the power oscillation event of March 9,1988, we

perceive there was a lack of sensitivity to the NRC's need for prompt,

accurate and complete information of the pertinent' facts of an event.

Regardless of the final disposition of the reporting aspects of this

particu b e event and NRC requirements, we want to be confident that in your

reporting of future events tirat the problems experienced are not repeated.

I also want to again stress the need to keep the NRC Operations Center and

Regional Office well informed of salient circumstances and facts and actions

as known, for all events occurring at your Comonwealth Edison Co. facilities.

O!e, therefore, request that you respond in h iting to this issue within 30

-days.

Your response should include corrective steps which have been taken

and the results achieved, corrective steps which will be taken to prevent

'

.rocurrence, and the date when these actions will be fully implemented.

In'accordance with 10 CFR 2.790 of the Comission's regulations, a copy of

this letter and the enclosure will be placed in the NRC's Public Docu;ent

Room.
