ATTN: Mr. O. D. Kingsley, Jr.

Vice President, Nuclear Operations P. O. Box 23054 Jackson, MS 39205 Gentlemen:

SUBJECT:

EMERGENCY OPERATING PROCEDURE (EOP) INSPECTION PROGRAM This is to advise you of a special inspection initiative that is in the late stages of planning.

It will include an inspection to be performed at the Grand Gulf site.

The initiative is entitled the "EOP Inspection Program."

The purpose of the inspection is to verify at selected sites that the emergency operating procedures (EOPs) are technically accurate; that their specified actions can be meaningfully accomplished using existing equipment, controls, and instrumentation; and that the available procedures have the usability necessary to provide the operator with an effective operating tool.

The inspection program includes a team inspection of four sites for each of the NSS vendor types, and the Grand Gulf site was selected as one of the four GE sites to be inspected.

The inspections are to be performed in the April through July 1988 timeframe.

The inspection team will include two or three senior reactor inspectors, a licensing examiner, a human factors specialist, and your senior resident inspector (Mr. R. Butcher).

The team leader for your inspection will be Mr. Don Florek from Region I.

Mr. Florek, or one of his supervisors, will be contacting you in the near future to discuss the inspection and to begin negotiating the inspection schedule.

Additional information and details of the program will be provided by your inspection team.

If you have any questions in the interim regarding the inspection program, we would be pleased to discuss them with you.

Sincerely, Original Signed by Charles W. Hehl /for l
