Pursuant to Technical Specification 6.9.1.7, the following is an explanation as to why the inoperability of 11guld or gnacous effluent monitoring instrumentation was not correct ed wi thin the time specified in Technical Specifications:

Gas Decay Thnk Hadiation Monitor (OPH02J) was inoperable greater than 12 4 days. Spurious noise spikes caused the monitor to occasionally go into alarm. The extended period of inoperability was due to the time involved to investigate and troubleshoot the problem.

15 There were no revisions to the l'rocess Control Program.

C. There were no major changes to the 11guld, gaseous, or solid hadwaste Treatment Systems. There were no 11guld holdup tanks or gas decay tanks which exceeded the limits addressed in the Technical Specifications.
