NRC Generic letter 83-28, Item 2.2.2. - Review of Safety-Related Vendor Manuals Received Prior to June 1985 In Reference 5, the Omaha Public Power District (0 PPD) established a completion date of March 1988 to complete a task encompassing the review of safety-related vendor manuals received prior to June 1, 1985.
Reference 5 also explained that formal assurance of the current manual revision (from the vendors) had not been achieved in all cases, and that acceptance of the reviewed vendor manuals by the Plant Review Committee was not yet complete.
Following the submittal of Reference 5, the vendor manual reviews were re-assessed, utilizing a more stringent acceptance criteria.
This assessment indicated that the vendor manual reviews performed to-date were not as complete as previously envisioned.
This was also confirmed by Mr. John Boardman of Region IV during an inspection in April, 1987. As a result, a special project group was established to undertake / complete the "Vendor Manuals Program Up-grade".
This project has been tasked with the development of a plan for completing the review and approval of the subject safety-related vendor manuals received prior to June 1, 1985. Additionally, the project plan outlined the necessary requirements for accomplishing the "on-going" review of vendor manuals.

U. S. Nuclear Regulatory Commission LIC-88-043 Page 2 The results of the "Vendor Manuals Program Upgrade" plan has revealed the need to supplement the review of safety-related vendor manuals received prior to l
June 1, 1985.
Therefore, OPPD requests that the completion date for the sub-ject review be extended until March 1989.
This is commensurate with the fact that contract reviewers will be needed to accommodate and expedite the vendor manual reviews, and the quantity of manuals needing supplemental review.
When completed, OPPD will be in full compliance with Generic Letter 83-28, Item 2.2.2.
It is important to point out that once this review is ccmpleted, the vendor manual information will be referenced or incorporated as deened neces-sary into existing plant instructions or procedures.
However, numerous new procedures are envisioned to be created as a result of a preventative mainte-nance program upgrade project. Vendor manual information will be incorporated into these new procedures as they are developed and approved.
This change was discussed with OPPD's Project Manager, A. Bournia.
