Dear Mr. Murley:

In Reference (a), Commonwealth Edison requested to amend our Technical Specifications for Quad Cities Station Units 1 and 2.

The change pertained to the manner by which we maintain the HPCI and RCIC discharge pipe level.

By Reference (b), we received a waiver of compliance for this specification for the time period during which this amendment was being reviewed. The submittal was subsequently supplemented via Reference (c), in i

which we agreed to change the surveillance requirements from monthly to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. The amendment request was reviewed and approved by your staff in Reference (d).

In recent discussions with members of your staff, we became aware of concerns raised in regards to the review of a similar amendment for the Duane Arnold Energy Center.

In that review, the staff voiced concerns regarding the possibility that the high pressure reector coolant could leak into the core spray, low pressure coolant injection, high-pressure coolant injection, in reactor core isolation cooling systems, thereby possibily forming vapor

T.E. Murley March 9, 1988 pockets. These vapor pockets apparently can contribute to steam water hammer upon startup of the systems, commonwealth Edison commits to review this potential problem for applicability to the Quad Cities Station.

It is our intent to complete review of this matter within 60 days.
