GCA 88-080 MAR 0 41980 ATTACHMENT Question 1 The calculation of the allowable vibration levels as determined by Duke Power utilizes screening velocity criteria of .9 in/sec pk for carbon steel and 1.8 in/sec pk for stainless steel. Provide the basis for these criteria.

Response 1 Since the NRC staff visit to Rancho Seco in December 1987, the District replaced the acceptance criteria to that described in ANSI /ASMS OM3-1982 "Requirements for Preoperational and Startup Initial Vibration Testing of Nuclear Power Plants Piping Systems."

Question 2a Provide the dynamic analyses for the final configuration of the lube oil system and the jacket water system subjected to diesel engine transient and steady state operation.

Question 2b Provide a comparison of calculated and measured velocities and displacements, and show that the maximum stresses are below the appropriate stress criteria on which the allowable peak velocities and displacements are based.

Rasponse 2a,b The analysis for the lube oil and jacket water systems are available in calculations Z-EGS-M2102 and Z-EGS-M2113.

Question 3 Provide a comparison of measured velocities and displacements in the modified configuration of the "A" diesel generator, with those shown in the baseline vibration surveys.

Response 3 The baseline vibration survey was founded on the acceleration limits proposed by the TDI clearing House. Since we have chosen to use the OM3-1982 criteria which are based on velocities and displacements, the two criteria are not directly comparable.

Question 4 Provide an evaluation for the root causes of the engine vibrations.

Response 4 The cause of each of the vibration problems is evaluated in the system calculations described in this letter or has been previously reviewed by the NRC. In the final vibration report (to be submitted after restart) a compilation of the vibration problems and their root cuases will be provided.
