MILLSTONE NUCf 3R POWER STATION, UNIT NO. 3 DOCKET NO. 50-423 INTRODUCTION By letter dated March 1, 1988, Northeast Nuclear Energy Company (NNECO) proposed changes to the Millstone Unit 3 Technical Specification Sections 6.2.3.1 to requ1re that Independent Safety Engineering Group (ISEG) recomendations, records ano reports be provided to appropriate station and corporate management. Many of the recomendations and reports are more appropriately directed toward station management or corporate management perscnnel other than the Vice President -
Nuclear and Environmental Engineering (VPNEE). The existing Technical Specifica-j tions have the VPNEE as the sole Corporat6 Vanagement contact for the ISEG.
EVALUATION l
The proposed change only broadens the distribution of ISEG recomendations and reports.
The secpe, organization, independence and activities of the ISEG

are not changed. There is no essential change in the safety contributions of l
the ISEG. The staff finds the proposed change acceptable.
