SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 18 TO FACILITY OPERATING LICENSE NO. DPR-21 NORTHEAST NUCLEAR ENERGY COMPANY, ET AL.

MILLSTONE NUCLEAR POWER STATION, UNIT NO. 1 DOCKET NO. 50-245 INTRODUCTION By [[letter::B12535, Application for Amend to License DPR-21,revising Tech Specs to Change Reactor Protection Sys Trip Level Settings.Amend Will Delete Electrical Power Ref & Change Both Scram Bypass Setpoints & APRM Flux Scram Trip Setting.Fee Paid|letter dated August 17, 1987]], the Northeast Nuclear Energy Company (NNECO or licensee) submitted a request for changes to the Millstone Nuclear Power Station, Unit No. 1.

The anendment will revise Technical Specifications Section 3.5.C "Core and Containment Cooling Systems - Feedwater Coolant Injection (FWCI) Subsystem,"

by increasing the minimum required condensate storage tank volume from 225,000 '

gallons to 250,000 gallons of water. This increase in the minimum volume of water in the condensate storage tank will provide increased assurance for achieving cold shutdown in the event of a reactor building fire.

EVALUATION The Millstone Unit No. I condensate storage tank is a 460,000 gallon tank with a current Technical Specifications requirement of a minimum volume of 225,000 gallons of water during FWCI operation. The licensee has estimated that approximately 232,000 gallons of useable CST water inventory would be utilized, in the event of a worst-case reactor building fire, to ensure cold shutdown. Increasing the Technical Specifications requirement for minimum condensate storage tank inventory to 250,000 gallons would provide an enhanced assurance for achieving cold shutdown, with an approximately 8 percent additional margin.

ENVIRONMENTAL CONSIDERATION This amendment changes a requirement with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously published a proposed finding that the amendrent involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, the amendment meets the 10 CFReligibility) 651.22(ccriteria for categorical exclusion set forth in (9). Pursuantto10CFR551.22(b),noenvironmentalimpact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

CONCLUSION We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2)such public activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
