Gentlemen:

This refers to the special safety inspection conducted by Messrs. R. S. Love

and D. L. Shepard of this office on January 20-February 10, 1988, of activities

at Prairie Island Nuclear Generating Plant, Units 1 and 2, authorized by NRC

Operating Licenses No. DPR-42 and No. DPR-60 and to the discussion of our

findings with Mr. M. Sellman and others of your staff at the conclusion of the

onsite portion of the inspection and with Mr. D. Reynolds at the conclusion of

the in-office review.

This inspection was conducted to verify that you had satisfactorily implemented

the actioiis described in Confirmatory Action Letter RIII-87-013, Amendment 1,

dated August 18, 1987, relating to your recovery program for your licensed

operator rcqualification program. The inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

Potential violation of 10 CFR 55 and potential deviations from the Prairie

Island USAR were identified during this inspection. These items involve

failure to require all licensed operators to receive all cycle training, take

all cycle quizzes and to makeup all quiz failures.

In view of the Comhsions current policy to exercise restraint in its authority

and to encourage industry initiatives in this regard these items are not being

cited.

In accordarce with 10 CFR 2.790 of the Comission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Cocument Room.
