EQUIPMENT QUALIFICATION INSPECTION OF V0GTLE ELECTRIC GENERATING

PLANT (INSPECTION REPORT NO. 50-424/88-012)

This letter confirms the dates of March 21-25, 1988, for the NRC environmer.tal

qualification (EQ) of electrical equipment inspection for the Vogtle Unit 1

facili ty.

These dates were established during a previous telephone

conversation with B. Burns on February 10, 1988, by

N. Merriweather of-this

office.

The inspection will take place at the Vogtle site.

A management entrance meeting is scheduled for 2:00 p.m. on March 21, 1988,

with . a management exit meeting tentatively scheduled for 10:00 a.m. on

March 25, 1988, at_the plant site. A plant walkdown inspection of specific EQ

equipment is planned for Wednesday, March 23, 1988, and will require escorted

service by knowledgeable EQ personnel of your organization. The walkdowns will

be performed by three walkdown teams consisting of two team members.

The inspection will include the following:

1.

Review of your implementation of 10 CFR 50.49 EQ program, including

preservation of qualified status of equipment.

2.

Review of your implementation of Technical Evaluation Report / Safety

Evaluation Report EQ corrective action commitments.

3.

Review of EQ documentation files including all supporting calculations and

performance characteristics (including instrument and loop accuracies in

which effects of decreases of insulation resistance as a result of hostile

environment degradation of equipment such as terminal blocks, cable,

splices, EPA, transmitters, etc., are evaluated (sce NUREG/CR-3691);

variation in current; voltage; frequency and other electrical

characteristics that could impact the qualification). Additional details

for auditability of EQ records are specified in IE Notice 85-39.
