This letter acknowledges the granting of enforcement discretion on February 18, 1988. The enforcement discretion provides tem requireme; s of Technical Specification (TS) porary relief requirement 3.6.3 from for thethe operability one-half inch solenoid valves in the air supply lines to the containment personnel air lock seals.

In your letter to this office dated February 18, 1988, in which you requested this enforcement discretion, you described your proposed corrective actions as well as the compensatory measures you have implemented. We find these actions to be conservative from a safety standpoint and effective in ensuring containment integrity. We will review your implementation of these corrective actions and compensatory reasures during further inspections.

We further understand from your February 18, 1988 letter that the design change-which constitutes your firial corrective action will be fully implemented prior to STP Unit 1 exceeding 5' oower. The adequacy of this> design change will be reviewed by the Office of 'uclear Reactor Regulation (NRR). Your proposed plan of actin- orovides adeque.te control of these valves until the design change can be comp ~ lei.f.

Enforcement discretion was granted after consultation with NRR. We understand from our discussions with NRR that the subject one-half inch solenoid valves are not usually considered containment isolation valves. Therefore, your technical approach to this issue is considered conservative.
