TAYC0 IGNITER TEST RESULTS AND OPEPABILITY Re: Sequoyah Nuclear Plant, Units 1 and 2 Sequoyah Nuclear Plant, Units 1 and 2, License DPR-77, License Condition 2.C.22.0, and License DPR-79, License Condition 2.C.16.h required the Tennessee Valley Authority (TVA) to perfont additional tests on the Tayco hydrogen igniters in order to demonstrate that the igniter will initiate combustion in a spray environ-ment such as that expected in the upper compartment of the ice condenser contain-ment.

In December 198?. the NRC staff issued NUREG-0011, Supplement No. 6 which documents the NRC staff safety evaluation of hydrocen control at the Sequoyah Nuclear Plant, Units 1 and 2. The conclusions of NUREG-0011, 3upplement No. 6 state that subject to satisfactory resolution of the cpen item regarding the Tayco igniter, the staff finds the license conditions dealing with hyorogen control during postulated degraded core accidents to be satisfactorily resolved.

By letter dated October 11, 1983, NRC staff transmitted to TVA concerns regarding the proposed methodology and conduct of the Tayco ignitor test prograr:. By letter dated November 1, 1983, TVA provided HRC with a response to those concerns. NRC staff has evaluated the TVA response and the Tayco igniter test program test results and has found them to be acceptable.

Since the NRC staff has now resolved the Tayco igniter open item, License Conditions 2.C.22.D of DPR-77 and 2.C.16.h of DPR-79 have been fully satisfied.
