SUBJECT: NRC INSPECTION REPORT 50-361/96-10:50-362/96-10
Dear Mr. Ray:
An NRC inspection was conducted October 21-25, November 4-8, and November 18-21,
1996, at your San Onofre Nuclear Generating Station, Units 2 and 3, reactor facilities. The
enclosed report presents the scope and results of that inspection. The overall results of
this inspection were discussed with Mr. D. Breig of your staff on November 8, and with
Mr. G. Gibson on December 5 and 12,1996.
We have determined that your staff's implementation of the motor-operated valve program,
as revised in response to several concerns raised during the inspection, has successfully
met your commitments to Generic Letter 89-10, " Safety-Related Motor-Operated Valve
Testing and Surveillance." Consequently, the NRC review of your Generic Letter 89-10
motor-operated valve program has been closed. The NRC will evaluate your periodic
verification program, as well as your response to emerging motor-operated valve
performance issues, within the framework of Generic Letter 96-05, " Periodic Verification of
Design Basis Capability of Safety-Related Motor-Operated Valves."
it is our understanding that during the exit meeting on November 8,1996, Mr. D. Breig,

Station Technical Manager, stated that Southern California Edison Co. would perform
additional diagnostic testing of valves 2HV-9348 and 3HV-9306 under differential pressure
conditions during the next scheduled refueling outage. Testing of these valves will resolve
concerns for anomalous behavior displayed during design basis testing and potential
effects of lubrication of valve internals, in your letter dated November 14,1996,you
confirmed this regulatory commitment and that our understanding of this commitment is
correct.
We noted with some concern the lack of quality assurance involvement in the
motor-operated valve program, in particular the lack of recent comprehensive self
assessments or audits displaying technical depth. We recognize that recent improvements
have been made in this area, and we encourage further efforts on your part to enhance the
quality oversight of the long-term aspects of your program.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR).
