MCGUIRE NUCLEAR STATION - REQUEST FOR WITHHOLDING INFORMA PUBLIC DISCLOSURE

Dear Mr. McHeektn:

By letter dated November 12, 1996, Duke Power Company (DPC) submitted a revision to two of the McGuire Emergency Preparedness Implementing Procedures (EPIP). The two revised EPIPs, RP/0/A/5700/10 dated November 11, 1996, and RP/0/A/5700/11 dated November 11, 1996, privacy information (i.e., home phone numbers).are identified by DPC as containing DPC requested that such privacy information in the submittal be withheld from public disclosure pursuant to 10 CFR 2.790 of the Commission's regulations.

We have reviewed DPC's request based on the requirements and criteria of 10 CFR 2.790, and have determined that the submitted information sought to be withheld contains privacy information.

Therefore, the privacy information so identified by DPC will be withheld from public disclosure pursuant to 10 CFR 1

2.790(a)(6) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

Withholding information from public disclosure shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.

3 If the basis for withholding this information from public inspection should change in the future, such that the information could then be made available for public inspection, you should promptly notify the NRC.

If the NRC determines that the information should be made publicly available as a result of future review, you will be notified in advance of any public disclosure.
