Gentlemen:
SUBJECT:
IMSPECTION REPORT NOS. 50-327/87-74 AND 50-328/87-74 -
,
INTEGRATED DESIGN INSPECTION FOLLOWUP
This letter fo mards the results of an inspection of the corrective actions
performed by(IDI) conducted in TVA's Knoxville offices between November 2 and
TVA in response to the findinos of the Integrated Design
Inspection
November 19, 1987.
In addition to reviewing the specific and generic corrective
actions related to the individual findings of the IDI, the team reviewed
,
additional information in the structural discipline that was unavailable
during the IDI. This information was reviewed by the team in order that NRC
could reassess its previous request that TVA conduct an independent review to
confirm the technical adequacy of the structural design. Based on the
structural calculations that were retrieved or regenerated by TVA, a review of
the specific corrective actions performed in response to the IDI findings and
a review, conducted on a sampling basis, of TVA's investigation of the generic
implications of the IDI findings, the team concluded that a comprehensive
broad-based review of the Sequoyah structural design is not necessary.
However, in the structural area TVA was requested to conduct generic reviews
of four specific areas:
(1) equipment supports, (2) shear capacity
',
calculations for walls and slabs. (3) reinforcing steel placed in walls and
(4) generation of vertical seismic loads using 2/3 the horizontal response
spectra vs. the calculated vertical response spectra.
In addition, in the
mechanical components discipline, TVA was requested to conduct a generic
review of vendor seismic qualification documentation. The sco'
of these
generic reviews have been discussed with your staff during the inspection.
l
This inspection was conducted on an expedited basis, prior to the receipt of
TVA's response to the IDI report. Appendix A to the erclosed report addresses
each finding in detail and describes the additional corrective actions
necessary for its resolution.
Your response dated December 29, 1987 to the NRC IDI report was not
{
considered in this report due to tire consideration. Your response will be
covered as part of the IDI follow up inspection conducted the week of
February 1, 1988.
