ASME SECTION XI RELIEF REQUESTS REGARDING PERFORMANCE OF LEAKAGE AND PRESSURE TESTING FOR THE FIRST 120-MONTH INSERVICE INSPECTION INTERVAL - CLINTON POWER STATION (TAC NO. M96230).

Dear Mr. Telthorst:

By letter dated July 29, 1996 (U-602614), Illinois Power submitted two requests for relief from the requirements of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,1980 Edition through Winter 1981 Addenda. These requests were with regard to the performance of leakage and pressure testing for primary containment isolation valves and selected ASME Code Class 2 pressure retaining components penetrating the drywell and primary containment. As stated in your letter, inspection activities for the first 120-month inservice inspection interval are due to be completed during the sixth refueling outage at Clinton Power Station, currently scheduled to begin October 13, 1996.

Relief Request 1004 was a request to allow a change in the required frequency of pressure testing selected ASME Code Class 2 pressure etaining components penetrating the drywell and primary containment. As stated in the enclosed safety evaluation, the staff has determined that the affected components are not required to be tested by the Code and, therefore, a relief request is not necessary.

Relief Request 2037 was a request to use Part 10, Paragraph 4.2.2.2,

" Containment Isolation Valves," of ASME/ ANSI OMa 1988 Addenda to ASME/ ANSI OM 1987 (OM-10) for leakage rate testing of primary containment isolation valves, j

This request, which will allow the use of extended valve leak rate test frequencies allowed by 10 CFR Part 50, Appendix J - Option B, is approved pursuant to 10 CFR 50.55a(f)(4)(iv).
