Attached for NRC review and approval are two requests for relief from the requirements of Section XI of the American Society of Mechanical Engineers (ASME) e Boiler and Pressure Vessel Code,1980 Edition through Winter 1981 Addenda, with regard to the performance of leakage and pressure testing for primary containment. isolation valves and selected ASME Code Class 2 pressure retaining components penetrating the drywell and primary containment the first 120-month inservice inspection interval for Clinton Power Station (CPS). Details concerning the applicable ASME Section XI Code requirements, the affected components, and the basis and justification for the requested relief are provided in each of the attached relief requests - (Attachments 1 and 2 of this letter). In accordance with NRC guidance, a relief request has been prepared for each ASME Section XI Examination Category. The format of each attached relief request is based on the format that has been used to date in the CPS Inservice Inspection Program manual. A brief description of each relief request (along with the corresponding attachment number to this letter) is provided below: Relief Request No. Attachment No. Descriotion 1004 1 This is a request to allow a change in the required frequency of pressure testing selected ASME Code i Class 2 pressure retaining components penetrating the drywell and primary containment. 7 i U-602614 Page 2 j. l Relief j Reauest No. Attachment No. Description l d l 2037 2 This is a request for approval to use Part 10, Paragraph 4.2.2.2, " Containment Isolation Valves," of ASME/ ANSI i i OMa 1988 Addenda to ASME/ ANSI OM 1987 (OM-10) for leakage rate testing of primary containment isolation valves. This request will allow the use of extended valve leak rate test frequencies allowed by 10CFR50, Appendix l J - Option B. i i Inservice testing and inservice inspection of ASME Code Class 1, 2, and 3 i l components is required to be performed in accordance with Section XI of the ASME l Code pursuant to 10CFR50.55a(f) and 10CFR50.55a(g), respectively, except where l specific written relief has been granted by the Commission. Per 10CFR50.55a(f)(5) and i j 10CFR50.55a(g)(5), if a licensee determines that conformance with certain requirements i of Section XI of the ASME Code is not practical for its facility, information shall be ] submitted to the NRC in support of that determination and a request made for relief from j the ASME Code requirement. Further,10CFR50.55a(a)(3) states that alternatives to the requirements of 10CFR50.55a(f) and 10CFR50.55a(g) may be used, when authorized by I the NRC, if the proposed alternatives would provide an acceptable level of quality and j-safety, or compliance with the specified requirements would result in hardship or unusual difficulties without a compensating increase in the level of quality and safety. Relief Request Nos.1004 and 2037 are submitted accordingly, i.e., pursuant to 10CFR50.55a(g)(5) and 10CFR50.55a(f)(5), respectively. 4 The applicable edition of Section XI of the ASME Code for the first 120-month inservice inspection (ISI) interval at CPS is the 1980 Edition through Winter 1981 Addenda. Inspection activities for the first 120-month ISI interval are due to be completed during the sixth refueling outage (RF-6) at CPS, currently scheduled to commence on October 13,1996. (RF-6 is the last refueling outage scheduled before i expiration of the first ISI interval.) The planning of work activities for RF-6 is significantly dependent on the NRC's approval of the attached relief requests. IP therefore respectfully requests NRC's prompt review and determination regarding approval of the relief requests in order that appropriate planning for RF-6 can be completed as soon as possible in advance of the outage. m Attachment I to U-602614 Page 1 of19 ILLINOIS POWER COMPANY Clinton Power Station ASME Section XIRelief Request RELIEF REQUEST 1004 (Resision 0) ASME Code Class 2 pressure retaining components COMPONENTINFORMATION penetrating the drywell connected to non-safety related piping or piping otherwise exempt from pressure testing per the 1980 Edition, Winter 1981 Addenda of ASME Section XI, Subsection IWA-5000 and IWC-5000, Examination Category C-H, Item C7.30 through C7.80. The systems associated with these penetrations include: Fire Protection (FP), Instrument Air (IA), Senice Air (SA), Leak Detection (LD), Cycled Condensate (CY), Plant Chilled Water (WO), Containment / Auxiliary / Fuel Buildings Equipment Drains (Rc), and Containment / Auxiliary / Fuel Buildings Floor Drains (RF). Additionally, the scope of this relief request includes open ended piping / instrumentation tubing from inside primary containment to the first normally closed valve outside of primary containment which input to a Level or Pressure Transmitter during an accident and are not typically pressurized during normal plant operations. These lines include portion., of the following systems: Containment Monitoring (CM), Suppression Pool Clean-Up and Transfer (SF), Suppression Pool Make-Up (SM), Reactor Core Isolation Cooling (RI), and Containment Building HVAC (VR). The components for which reliefis requested are shown on the included marked-up drawings. The 1980 Edition, Winter 1981 Addenda of ASME CODE REQUIREMENTS Section XI, Table IWC-2500-1, Examination Category C-H, Item C7.30 through C7.80 requires a system pressure test each inspection period and a system hydrostatic test each inspection interval. For the subject components, the portion of piping that RELIEF REQUEST / JUSTIFICATION penetrates the drywell (including the associated inboard and outboard isolation valves) was constructed in accordance with ASME Code Class 2 design requirements. For these non-safety related systems, the safety function of the penetration piping and associated isolation valves is to maintain drywell integrity and ensure that steam from a loss of coolant accident is directed to the Suppression Pool via the drywell vents. Currently, the integrity of the lines that penetrate the drywell is verified during performance of the Drywell Bypass Leakage test. Following approval ofIllinois Power's Operating License Amendment request submitted in letter number U-602549 dated February 22,1996, the Drywell Bypass Leakage test interval may be extended to 10 years based on good performance. For the subject components, the portion of the piping that penetrates the primary containment (includir.g the associated excess flow check valves) was constructed in accordance with ASME Code Class 2 design requirements. For these systems, the safety function of the penetration piping and associated excess flow check valves is to maintain primary containment integrity. Currently, the integrity of the small instrument lines that penetrate primary containment is verified by 10CFR50, Appendix J, leakage testing (Integrated Leakage Rate Test). Option B to 10CFR50, Appendix J allows Integrated Leakage Rate Test intervals to be extended to 10 years based on good performance. Additionally, per Code Case N-522, " Pressure Testing of Containment Piping, Section XI, Division 1," it has been determined that pressure testing of containment penetrations per 10CFR50, Appendix J, is an acceptable alternative to the requirements of Table IWC-25001, Category C-H. Performing system pressure tests each inspection period and a hydrostatic test each inspection interval per Section XI, Table IWC-2500-1, is redundant to the testing required by 10CFR50, Appendix J - Option B, and the Drywell Bypass Leakage testing required by plant Technical Specifications. Additional pressure testing per the requirements of Table IWC-2500-1, Category C-H, prosides no commensurate increase in quality or safety with an attendant cost benefit. Attachment I to U-602614 Page 2 of19 pressure testing of the subject piping and components performed in accordance with 10CFR50, Appendix J-Option B, and the Drywell Bypass Leakage test (as required by the Technical Specifications) provide an equivalent level of quality and safety relative to the requirements of ASME Section XI, Table IWC-2500-1, Category C-H. As an alternative to ASME Section XI pressure testing ALTERNATE TESTING PROPOSED : requirements for the components identified on the included drawings, Illinois Power proposes to perform pressure testing at the frequencies required by 10CFR50, Appendix J - Option B, and the Drywell Bypass Leakage test (as required by the Technical Specifications), in lieu of the frequencies specified in ASME Section XI, Table IWC-2500-1, Category C-H. )

1 Attaciunent 2 to U-602614 Page 1 of 2 ILLINOIS POWER COMPANY Clinton Power Station ASME Sectior XI Relief Request RELIEF REQUEST 2037 This Relief Request is applicable to all Section XI, COMPONENT INFORMATION Category A primary containment isolation valves which d require a leakage test per IWV-3420 as identified in Illinois Power's Pump & Valve Testing Program Plan. The ASME Code Section XI, (1980 Edition, Winter CODE REQUIREMENTS -- 1981 Addenda) Subsection IWV-3420, " Valve Leak Rate Test," requires leak rate testing of valves for which seat leakage is limited to a specific maximum amount in the closed position for fulfillment of their function. IWV-3422, " Frequency," requires the leak rate test to be j performed at least once every two years. Illinois Power requests approval for the use of Part 10, RELIEF REQUEST / JUSTIFICATION - Paragraph 4.2.2.2, " Containment Isolation Valves," of ASME/ ANSI OMa 1988 Addenda to ASME/ ANSI OM 1987 (OM-10) for leak rate testing of containment isolation valves as permitted by 10 CFR 50.55a paragraph (f)(4)(iv). October 26,1995 was the efTective date for a rule change to 10CFR50, Appendix J, which provides a performance-( based option (Option B) for leakage-rate testing of primary containments. This rule change allows leakage rate testing intervals to be based on system component performance. The maximum test interval allowed by this rule change for Type C (valve leakage rate) tests is 5 years. Effective September 8,1992, the 1989 Edition of the ASME Code was incorporated by reference in 10CFR$0.55a. The 1989 Edition requires, by reference, the use of OM standards. OM-10 Paragraph 4.2.2.2 specifies that " Category A valves, which are containment isolatior. valves, shall be tested in accordance with 10CFR50, Appendix 1 Containment isolation valves which also provide a reactor coolant system pressure isolation function shall additionally be tested in accordance with para. 4.2.2.3." In Position 10 of Generic Letter 89-04, the NRC stated that the leak test procedures and requirements for containment isolation valves specified in 10CFR50, Appendix J are equivalent to the requirements of IWV-3421 through 3425. Position 10 also states that the licensee must comply with the Analysis of Leakage Rates and Corrective Action requirements ofIWV-3426 and 3427(a). Although the leakage test procedures and requirements for primary containment isolation valves specified in 10CFR50, Appendix J are equivalent to the requirements ofIWV, the frequency of testing c:mnot be considered equivalent. Illinois Power received Amendment No.105 to the Clinton Power Station Operating License on June 27,1996, which revised the Technical Specifications to be consistent with Option B of 10CFR50, Appendix J. However, the benefits of using the performance based option cannot be realized without approval of this relief request. Since primary containment isolation valves are, by definition, ASME Section XI, Category A valves, they are subject to the requirements ofIWV-3422, " Frequency," under the 1980 Edition, Winter 1981 Addenda which is in use by Illinois Power for the remainder of the first ten year interval (until 4/17/97). Therefore, Illinois Power requests use of Part 10, Paragraph 4.2.2.2, " Containment Isolation Valves," of ASME/ ANSI OMa 1988 Addenda to ASME/ ANSI OM 1987 (OM-10) for leakage rate testing of primary containment isolation vahes, including the related requirements of Paragraphs 4.2.2.3(c), " Analysis of Leakage Rates," and 4.2.2.3(f), " Corrective Action." e
