ANNUAL REPORT ON THE STATUS OF NRC'S ALLEGATION PROGRAM j
Dear Mr. Ray:
i Enclosed for your information is the NRC's 1996 Annual Report - Status Of Allegation Program. This report assesses the conduct of the allegation program in each NRC office and region, provides a status on completing recommendations for improving the allegation program, and includes a review of 1
allegation data for adverse trends for reactor and materials licensees and 1
vendors. We are sending you this report because San Onofre Nuclear Generating Station is among the top five sites in the country in terms of the number of i-allegations received by the NRC.
In preparing this report, a five-year history of allegations was reviewed for i
reactor and material licensees and vendors to identify adverse trends. As noted in the memorandum forwarding the report to the Commission, the staff will be conducting additional reviews of the allegations at San Onofre and the other identified plant sites, assessing possible causes of the relatively i
i large number of allegations, and reviewing any actions the licensees have taken to address the identified causes. The NRC recognizes that you have recently taken several actions to assess and improve the environment for i
raising concerns at San Onofre. These actions will be considered in our review.
