HADDAM NECK PLANT - REQUEST FOR RELIEF FROM INSERVICE EXAMINATION REQUIREMENTS OF ASME SECTION XI (TAC NOS. 66296 A 66449)

By letters dated September 23, 1987 and October 26, 1987, the Connecticut Yankee Atomic Power Company (CYAPCO) requested relief from certain inservice examination requirements at Haddam Neck for the second ten-year inspection interval. Specifically, CYAPC0 requested relief from the volumetric examina-tion of certain piping system welds, the visual examination of the internal surface of valve bodies and the volumetric examination of the pressurizer shell welds.

CYAPC0 has stated that conformance with code requirements are impractical and has proposed alternative examinations.

The NRC has reviewed CYAPCO's relief request and supporting information and has concluded that the relief requests may be granted. This approval is based on paragraph 10 CFR 50.55a(g)(6)(i) which authorizes the Commission to grant relief from those requirements of 10 CFR 50.55a(g)(4) which requires ASME Code Class 1, 2, and 3 components (including supports) meet the requirements of Section XI except for when the staff determines the requirements are impractical due to limitations of design, geometry and materials of construction of the components.

Enclosed is our related Safety Evaluation.

Having evaluated the CYAPC0 determination that the specific code requirements are impractical, the staff concludes that granting the requested relief is authorized by law and will not endanger life or property, or the comon defense and security, and is otherwise in the public interest considering the burden that could result upon CYAPC0 if these requirements were imposed. Accordingly, pursuant to 10 CFR 50.55a(g)(6)(1), CYAPC0 is aranted relief from certain inservice examination requirements of ASME Section XI.
