The enclosed report documents an inspection for public health and safety,

- conducted by Mr. John A. Calvert of this office at the Hope Creek Nuclear

Generating Station for the period from September 5 to November 9, 1995.
Mr. Calvert discussed the findings of this inspection with Mr. M. Reddemann,

General Manager, Hope Creek Nuclear Generating Station, and other members of
your staff.

This inspection was directed toward assessment of areas important to public
health and safety. The scope included the activities associated with the
'

safety-related modifications and the corrective action process.
The inspector

reviewed design documents, procedures, records, interviewed personnel, and
examined equipment.
We found that the quality of the problem identification, root cause, and

corrective action in response to a potential software common mcde error in the
digital feedwater control system was particularly noteworthy.
No reply to this letter is required.
In accordance with 10 CFR 2.790 of the
NRC's " Rules of Practice," a copy of this letter and its enclosures will be
placed in the NRC Public Document Room.
