IMPOSITION OF CIVIL PENALTY - $50,000 By EN 87-85 dated September 30, 1987 the Comission was notified of the intent of OE to. issue a Notice of Violation and Proposed Imposition of Civil Penalty in the amcunt of Fifty Thousand Dollars ($50,000) to Northern States Generating Plant. This action was based on a violation involving the failure to establish-and implement a pro::edure to evaluate the effects of electrical design changes on other portions of the system in the area of electrical coordination. This lead to a change being made which created an unreviewed
' safety cuestion in that faults on non safety-related components could cause the loss of multiple essential buses during a design basis event.
The licensee responded to the Notice in a letter dated November 4, 1987. After careful consideration of the licensee's request for mitigation, the staff has concluded that a sufficient basis for reduction of the proposed civil penalty was not provided.
Accordingly, an Order Imposing civil Penalty in the amount of $50,000 has been issued today. Under the terms of the Order, the licensee may within 30 days of the date of the Order, pay the civil penalty or request a hearing.
