SUBJECT: PILGRIM EXAMINATION REPORT 50-293/97-006 AND NOTICE OF VIOLATION

Dear Mr. Boulette:

During the period of May 5- 9,1997, the NRC administered initial examinations to six

employees of your company who had applied for licenses to operate the Pilgrim Nuclear

Power Station. At the conclusion of the examinations, the preliminary findings were

discussed with Mr. Olivier and members of your staff.

Five of the six applicants passed the examinations. One applicant failed the written and

operating portion of the examination. The five applicants that passed were well prepared

for the examination.

Based on the results of this inspection, the NRC has determined that a violation of NRC

requirements occurre 1. The violation is cited in the enclosed Notice of Violation (Notice)

and the circumstances surrounding it are described in detail in the subject inspection

report. As described in the attached Notice and inspection report, we concluded that two

applications were deficient in that the applicants had not completed the five significant

control manipulations as required by 10 CFR 55.31(a)(5) in a manner that we found

acceptable. Although the applicants met your program guidance, which was reasonable,

we concluded that multiple credit should not be granted when one set of controls was

manipulated over an extended power change.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. The NRC will use your response, in part,

to determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.
