NRC INSPECTION REPORT NO. 50-219/97-05
Dear Mr. Roche:
- On April 11,1997, the NRC completed an inspection of engineering activities at the Oyster
' Creek Nuclear Generating Station.
' The safety-related motor operated valve (MOV) program established in accordance with
Generic Letter (GL) 8910 " Safety-Related Motor-Operated Valve Testing and Surveillance"
was evaluated. While we independently found MOV functionality to be acceptable, this
conclusion was principally based on independent NRC evaluation of industry data, since
the program assumptions have not been as yet adequately justified by GPUN's engineering.
Because of the impending implementation of recent self-assessment findings, the GL P- s0
program is not being closed at this time. Based upon a phone conversation on June 50,
1997, we understand that you intend to implement certain improvements as discussed,

and that you intend to document such in a forthcoming letter, if this understanding is
incorrect, please notify us as soon as possible.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosurcs will be placed in the NRC Public Document Room (PDR).
We appreciate your cooperation, and would be pleased to discuss thu results of this
inspection.
