Dear Mr. Gucwa:

Your letter of December 29, 1987, provided your interpretation of the requirements of Technical Specification 6.9.1.1 (both units) as regards the suttnittal of start-up reports.

We agree th>tt such reports are not necessary when only a small number of fuel bundles (typically four or fewer) of a different design or that have been manufactured by a different vendor are inserted in a re-load core for test purposes.

Such a small number of test fuel bundles would be expected to have only a minimal impact on conv performance. We would, of course, expett to be notified of any unexcected effects on core perfonrance due to the presence of such test fuel asserrblies.
