Plant Tours (71302)
The NRC inspector performed frequent tours of Unit 1 and
common plant areas during this inspection period.
In addition
to the general housekeeping activities and general cleanliness
of the facility, specific attention was given to areas where
safety-related equipment was installed and where activities
were in progress involving s&fety-related equipment.
These
areas were inspected to ensure that:

Work in progress was being accomplished using approved

procedures.
Special precautions for p.otection of equipment were

implemented and additional cleanliness requirements were
being adhered to for maintenance and welding activities.
Installed safety-related equipment and components were
.
being protected and maintained to prevent damage or
deterioration.
The NRC inspector also observed control room activities
including operator response to alarms, control of maintenance
and tagging activities, and the general demeanor of plant
operations.
No violations or deviations were identified.
3.
Part 21 Follow Up (92700)
The NRC inspector reviewed a 10 CFR Part 21 notification
relating to Salem Unit 1 and 2 Containment Hydrogen Analyzer
Systems.
The Part 21 notification noted that CPSES was one of
three other sites using the same system.
The NRC inspector discussed the notification with several
applicant representatives and learned that TU Electric had not

received the notification as of January 29, 1988.
The Office
of Special Projects received a copy from NRC Headquarters cn
January 11, 1988.
When the applicant receives notification,
the NRC inspector will review the applicant's evaluation and
resulting actions.
This item is considered open pending
resolution (445/8802-0-01).

open items are matters which have been discussed with the
applicant, which will be reviewed further by the inspector,
and which involve some action on the part of the NRC or
applicant or both.

Exit Interview (30703)

On January 29, 1988, R. F. Warnick, H. H. Livermore and
J. S. Wiebe met with L. D. Nace and A.
B. Scott to discuss

January inspection findings and the following items of
interest:

Random errors by Ebasco and Impell during walkdowns
documented in recent inspection reports were discussed in
. meetings with TU Electric and the contractors on
January 28.

other nuclear plants.

HVAC gasket material nonconforming condition report has
progressed satisfactorily since the stop work was issued.

TU Electric has committed to provide a supplemental
response to Inspection Report 50-445/8704; 50-446/8704.
d.
The program for resolution of ASME issues is progressing
satisfactorily,
e.
NCRs are being generated faster than they are being
closed out.
The NRC will be monitoring TU Electric's
progress over the next several montas,
f.
The NRC thinks the responses to SDAR-CP-83-08 and
Inspection Report 50-445/8432; 50-446/8413 need to be
supplemented.
A meeting to discuss the NRC's views will
be held first week in February.
g.
Response to NRC Compliance Bulletin 87-02 was lacking in
detail.

TU Electric stop work in the HVAC area was considered to
be very responsive.
An exit interview was conducted on February 2, 1988, with the
applicant's representatives identified in paragraph 1 of this
report.
No written material was provided to the licensee by
the resident inspectors during this reporting period.
The
licensee did not identify as proprietary any of the materials
provided to or reviewed by the resident inspectors during this
inspection.
During this interview, the NRC inspectors
summarized the scope of the inspection.
