The information you requested has been incorporated as page changes j
to Section 5.0 and Section 6.0 of the application (Attachment 1 to this letter).
Since the changes effect most of these sections' pages, new Sections 5.0 and 6.0 are being provided in their entirety and are identified as Revision 3, 2/09/88.

In our 9/29/87 submittal, we identified a 1/16" stainless steel identification plate that will be riveted to the outside surface of the BU-7 shipping container.
Once the NRC Certificate of Compliance is issued incorporating this feature, we anticipate needing six months to install this plate on BU-7s scheduled for shipment.
We
. request the certificate include a statement that the licensee shall have six months from the date of the certificate revision to attach the 1/16" stainless steel identification plates onto the outside surface of BU-7s scheduled for shipping.

- PROGRAM 5.1 OPERATING PROCEDURES The following procedures represent the activities involved in loading the BU-7 package.
i 5.1.1 Prior to placing the three or five gallon pails in the' BU-7's inner drum, the pails are inspected.
This inspection includes:
o Physical integrity (no holes, broken seals, or cracks) o No excessive rust o
Proper fitting lids o
No dents greater than 1/2 inch deep o
Unbroken tampersafe seals are in place 5.1.2 Prior to loading, BU-7 inner drums are inspected to assure:
o There are no visible cracks o
There is no visible moisture inside container o
Inner drum gasket surfaces are visibly clean, smooth j
and flat with no holes except bolt holes and with no i

o Gasket is in good condition and does not have any-defects, nicks, or cracks. Also, containers may not be shipped if the gasket on the inner drum has been in service for over 12 months.
o Inner drum is visibly clean, painted, and with no rust spots larger then 1 square inch o
Bolts or studs are in good condition o
Inner container cover is clean, flat, dry, painted, no rust spots larger than one square inch, Gasket surf ace visibly smooth ar.d flat with no rw.st spots.
5.1.3 Prior to loading BU-7, outer drums are inspected to assure:
o Exterior paint is in good condition o
Container is durably marked o
There are no visible holes, punctures, or cracks o
Closure rings and bolts are in goed condition o
The four 1/4 inch holes are covered from the inside j
with water-proof tape o
No visible dents greater than 1/2 inch deep i

Bolt inner lid in position using a minimum torque of 12.5 ft. lbs. and a maximum torque must not exceed 22.0 ft. lbs.
o Insert insulation plug o
Install cover and secure closure ring with bolt and nut o
Affix tampersafing seal to the bolt o
The maximum weight of material per drum is verified.
Limits are based upon the quantities authorized by the certificate of compliance.
o Prior to delivery of a package to a carrier for transport, the licensee shall ensure that any special instructions needed to safely open the package have been sent to or otherwise made available to the consignee for the consignee's use in accordance with 10 CFR 20.205 titled "Procedures for Picking Up, i

5.2 ACCEPTANCE TESTING The following represent the tes'ts or inspections'that are performed prior to the first use of packaging:

Submerged bubble' pressure 15 PSIG minimum test for the inner container Leak tightness is verified by a submerged bubble pressure test at 15.0 PSIG, minimum.
Submersion time is one minute minimum.
Test is conducted using the silicone rubber container gasket as the only sealing agent, between flange and Cover.
Verification of Based on approved container measurements dimensions on licensed drawing Appearance integrity No visible holes or cracks, (Visual) and no significant absence of paint.

5.2.2 Failures are-rejected and,-where appropriate, reworked and retested.
5.3 MAINTENANCE PROGRAM 5.3.1 The BU-7 outer drum and cover are inspected to assure:
o Good adherence of paint o
No visible holes or cracks in the metal surfaces 9
o No dents which affect drum integrity o
closure rings and bolts are in good condition o
The four 1/4 inch holes in sides near top of drum are covered with weatherproof tape o
Phenolic foam insulation plug is in serviceable condition o
Container is appropriately marked 5.3.2 The BU-7 inner drum and lid are inspected to assure:

Inner drum is visibly clean and painted o
Inner drum gasket sealing surface is clean, smooth and flat with no rust spots j
