Re:
Cooper Nuclear Station Thank you for your letter dated October 14, 1987, which responds to our August 26, 1987 request for information.
Your letter states that an engineering effort is in progress, with the object of reducing the number of challenges to the diesel generators due to offsite power disturbances, and that we will be advised of the outcome.
Based on information contained in your operator training document, CNS's diesels start on:
1.
Reactor water low level 2.
High drywell pressure 3.
Under voltage on startup transformer secondary 4.
Under voltage on emergency transformer secondary S.
1F (1G) 4160 bus undervoltage 6.
lAN (IBN) breaker trip 7.
1FA (1GB) breaker trip 8.
lAF (IBG) breaker trip.
According to the LERs and your letter, CNS's frequent unplanned diesel startups are a result of the Item 4 function.
A review of the electrical system of a similar facility reveals no functions similar to Items 3 and 4
