Dear Mr. Anderson:
L By. letter dated September 2, 1994, you forwarded the 1994 Inservice Inspection Summary Report which identified a subsurface flaw in the pressurizer surge line nozzle weld that exceeded the American Society of Mechanical Engineers i~
(ASME) Code Section XI, Paragraph.IWB-3500 acceptance limit. As a result, you analytically evaluated the flaw in a Babcock and Wilcox Nuclear _ Technology.
L (BWNT). document No.-32-1233483-00 and found the flaw to be acceptable for service until approximately December 1995.
You also informed us of your plan 1
i, to perform a more comprehensive analysis to demonstrate the acceptability of the as-found condition until-the end of plant life.

-The ASME Code Section XI, Paragraph IWB-3610, indicates that an analytical flaw evaluation is "... subject to approval by the regulatory authority...".
Accordingly, by our letter dated October 19, 1994, we informed you of our plan to review your analysis of the weld.
By letters dated December 12, 1994, and March 3, and March 9,1995, you. submitted your final fatigue growth analysis of the identified weld flaw.- Based on this analysis, you concluded that the weld satisfied the ASME Code Section XI, Paragraph IWB-3612 criteria and
- therefore, was acceptable for continued safe operation until the facility's end-of-li fe.

Subsequently, you reinspected the weld during the Refueling (RF) 10 outage in 1996,.and by letter dated August 14, 1996 as supplemented by'1etter dated May 14, 1997, you submitted the results of your inspection.
In your submittals, you presented technical data that showed the difference in the
, effects of beam spread on'the flaw sizing between the divergent transducer
" technique used during the RF 9 outage, and'the more precise focused transducer technique used during the RF 10 outage. l Based on the re-sizing of the flaw l
'with the focused transducer technique, you determined that it met the ASME I[
Code Section~XI, IWB-3500' acceptance limit.- As a result, your previous i;

Therefore, we consider our review effort under the technical assignment control (TAC) No. 90489 complete and the TAC is closed.
Please note that your inspection results and other analyses relating to the weld qualification may be a subject of future audit / inspection.
