Gentlemen:

Subject: Inspection 50-245/87-33; 50-336/87-29 (12/1-31/87)

This refers to the above subject resident inspection of Millstone 1 and 2 by

Mr. W. J. Raymond and Ms. L. M. Kolonauski of this office. The inspection results

are described in'the enclosed report and were discussed with Mr. S. E. Scace of

your staff.

Based upon inspection report 50-245/87-09 and additional review during this in-

spection, it appears that certain of your activities were not in full compliance

with NRC requirements, as specified in the Notice of Violation enclosed herewith

as Appendix A. The first violation involves not reporting the failure of multiple

automatic pressure relief (APR) system check valves in 1985. Based on review of

your letter dated November 20, 1987, operability of the APR valves has been accept-

ably addressed. Therefore, the response to this violation need only address the

actions necessary to preclude recurrence of the failure to report under 10 CFR

50.72.

The second apparent violation occurred during the Unit 2 steam generator outage

in January - February, 1987 when use of overtime was not controlled in accordance

with your administrative procedures. We are concerned that inadequately controlled

overtime may adversely affect safety and will place ongoing emphasis upon control

of overtime. However, our inspector found your corrective actions acceptable on

this violation, and no written reply is required.

Our inspector reviewed the actions described in your October 23, 1987 response to

our September 24, 1987 letter (Inspection Report 50-245/87-21). We have no further

questions on administrative control of Instrumentation and Control department sur-

ve111ances. We found your actions responsive to our concerns and we will continue

to evaluate their effectiveness during routine insp.ections.
