SUBJECT: NRC PREDECISIONAL ENFORCEMENT CONFERENCE REPORT
Dear Mr. Mueller:

This refers to a Predecisional Enforcement Conference conducted t'y Mr. A. B. Beach,
Regional Administrator, and other members of the Region lli and Headquarters staff
on July 3,1997. The subject of this conference was the apparent violations at {

Zion Station identified in NRC lospection Reports Nos. 50-295/97002: 50-304/97002 j
and 50 295/97007; 50-304/97007 involving the reactivity control event on 1
February 21,1997, improper removal of reactor coolant system flow instrumentation
from service on February 22,1997, and the reactor vessel voiding event on
March 8,1997. We have enclosed a report summarizing the discussion.
You will be notified by separate correspondence of our decision regarding the enforcement
action based on the information presented and discussed at the Predecisional Enforcernent
Conference. No response is required until you are notified of the proposed Enforcement -
Action.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter !
and enclosed inspection report will be placed in the NRC Public Document Room. We will l
